Karachi April 2, 2012: President Asif Ali Zardari today called for zero tolerance to all street crimes and zero tolerance to extortion (Bhatta khori) in Karachi which he said had paralyzed the life of ordinary citizens in the city and in this connection directed to equip the police with aerial patrolling equipment as well as heavy duty armored personnel carriers (APCs) and the geo fencing of localities infested with criminal elements.
The President gave these instructions during a meeting on law and order Bilawal House Karachi that was attended by Governor Sindh, Chief Minister, federal Interior Minister Rahman Malik, provincial home minister Manzoor Wassan, provincial ministers Syed Murad Ali Shah, Muhammad Ayaz Soomro and Agha Siraj Khan Durrani, IG Police, DG Rangers, DG IB and senior federal and provincial government officials.

Spokesperson to the President Senator Farhatullah Babar said that the President at the outset of the meeting called for a report on the implementation of the decisions taken at the last meeting on law and order late last month and the difficulties encountered in implementation of the decisions taken.


We cannot and must not permit the criminal mafia to hold the city to ransom the President remarked and called for a combination of political will, stringent measures and the use of latest technology to nab and punish the criminals.


Senator Farhatullah Babar said that the President also called for strengthening the special branch of the police department and for building the capacity of the police at all levels to prevent and combat crime.


The President emphasized geo fencing of the localities infested with criminal elements and the provision of latest equipment of the police force and asked the provincial government to consider innovative ways and means for resource generation for this purpose. He also called for a report on resource generation for this purpose.


The President said that a scientific study should be carried out about the nature of each crime committed whether it was related to sectarianism, extremism, land grabbing, street crimes, targeted killing, political rivalries and migration from other areas of the country. This will help in devising strategies for combating each category of crime along scientific lines, he said.


President Zardari said that the Rangers had already been entrusted with special powers and called for greater coordination between law enforcing agencies and the intelligence agencies.


Interior Minister Rehman Malik gave a briefing on the activities of the federal interior ministry in assisting the provincial government in combatting the crime in Karachi.

Rehman Malik gave a briefing on the implementation of the President’s directive to employ the latest technology in combatting crime. He informed the meeting that a policy had been devised whereby the mobile service providers will deliver the SIM of the cell phones to the consumers at their residence as given in the computerized national identity card. Once the SIM is activated and the service provider gets information about the EMI number, the service provider will be obliged to instantly convey this information about the cell phone to the Pakistan Telecommunication Authority (PTA).


Rehman Malik said that criminal elements have been using stolen and snatched mobile phones in committing crimes by replacing the SIM. He said that now the PTA would be automatically alerted to the change of SIM in any particular cell phone. This together with the geo fencing would lead to almost instant identification of the location of the unauthorized user of any particular cell phone and facilitate in nabbing the criminal elements, he said.


The President directed that all efforts be undertaken to ensure law and order in the economic hub of the country and those involved in criminal activities be brought to books without any consideration of their political affiliations.


The President also appreciated the Interior Minister Rehman Malik for his efforts in coordinating with the provincial government the efforts aimed at improving the law and situation in Karachi.


The Spokesperson said that earlier a meeting of the core committee of the Sindh PPP was also held in the Bilawal House which was attended by the Chief Minister and provincial ministers Manzoor Wassan, Agha Siraj Durrani, Ayaz Soomro, Murad Ali Shah and Senator Faisal Raza Abidi.
The core committee meeting discussed overall political situation in the province and coalition matters. The meeting expressed satisfaction over the policy of reconciliation being pursued and said that the policy will be pursued in the large interest of the province and the country.
