IFRD demands of UN, OIC, int’l & regional organizations to use influence for resolving Muslim Ummah’s issues

ISLAMABAD, (SANA): The International Federation for Relief and Development (IFRD), the alliance of the 10 Muslim welfare organizations of the different countries, have expressed concern over the internal-war in Myanmar, Gaza, Syria, Somalia, Asaam (India), Eretria, Mindanao (Philippine), Kashmir, Afghanistan and the deteriorated situation in FATA and demanded of the UN, OIC and other international and regional organizations to use their influence for resolving these issues.

The two days meeting of the IFRD ended here on Monday, while addressing a press conference, President of the Federation Haji Hussain Ismail issued declaration consisting of 11 pages.

On this occasion, vice-president of the federation and former member of the Turkish parliament, Mustafa Koylo announced to stage protest demonstrations in Ankara and Istanbul against the governments of the Bangladesh and Myanmar for creating hurdles in the way of rehabilitation of the families in Myanmar.

He said that demonstrations would be staged in front of the embassies of these countries.

According to the Islamabad declaration of the IFRD, the objective of this platform of the Muslim welfare organizations of the different countries is to bring a positive change for the Muslim Ummah without any discrimination and to work together in calamities over the world.

The IFRD said that Islam teaches that the Muslim Ummah should work for promoting peace, prosperity, compassion, tolerance, equality, justice and human dignity.

According to the declaration, it is our duty to serve the distressed humanity and we are bound to that.

The IFRD further said that this service has become a duty of paramount importance in this era as humanity is suffering through a big crisis, more than 1.4 billion people are living below the extreme poverty line, it means that every 6th person in the world is too poor to get a meal a day. One child dies every three seconds due to hunger and another child dies in the same period because he is unable to get treatment for simple ailment. One billion people are unable to get clean drinking water.

It was said in the Islamabad declaration that millions of people are living in the refugee and IDPs camps and unfortunately more than a quarter of these are Muslims.

It was said in the declaration that IFRD a platform of Muslim NGOs resolves to make every effort to provide relief to the people irrespective of their color, creed and religion.

It was further said in the declaration that IFRD feel bound to act in all humanitarian crises, short and long term projects will be launched from IFRD platform and all member countries will work closely to make these projects successful and effective.

To a question, President of Alkhitmat Foundation Dr. Hafiz Ur Rehman said that unfortunately there is less number of Muslim welfare organizations’, adding that at present no Muslim organization in included in top 100 non-government organizations of the world.

Turk organization announces to construct Palestinians’ houses demolished in Israeli bombing

 The main welfare organization of Turkey, Cansuyu, has announced to construct the houses demolished in Palestinian areas by the Israeli aerial bombing.

While talking to “SANA” here  , President of the Turk Organization and former member of the Turkey parliament, Mustafa Koylo said that the organization would also establish centre for helping out the widows and orphan children of the Palestinians.

The organization appealed to the philanthropists of the Muslim world and Muslim governments to help generously in rehabilitation of the affected Palestinian families.

The head of the organization is on two days visit to Pakistan for participating in the meeting of executive committee international federation for relief and development.

The said federation includes 10 welfare organizations of different countries including Pakistan, Turkey, Malaysia and Indonesia.

Mustafa Koylo said that Muslim world should focus on the Muslim of Ghaza, Syria and Myanmar, adding that millions are homeless; there is problem of their rehabilitation.

He said that announcement of Iran for relief operation in Ghaza is welcome. He said that all the countries need to take such steps, adding that bold stand of Egyptian president against the Israeli aggression is the most encouraging and all Muslim countries should set such examples.

Mustafa Koylo said that the Cansuyu also funded for reconstruction in the Afghanistan, adding that joint efforts of the Ummah are inevitable for welfare and betterment of the Ummah.

ECP TO PROVIDE LEVEL PLAYING GROUND TO ALL POLITICAL PARTIES AND CONTESTING CANDIDATES

Islamabad, the 14th November 2012.-        “The Election Commission of Pakistan (ECP) will provide level playing ground to all the political parties and contesting candidates to ensure fair, transparent and credible elections as elections are not only vital for the democracy but also for the stability of the country ”, this was stated by Mr. Ishtiak Ahmad Khan, Secretary ECP in a meeting with the  participants of the              12th Senior Management Course (SMC) of National Institute of Management, Karachi, who visited the Election Commission of Pakistan (ECP) on their inland study tour here today.

Mr. Ishtiak Ahmad Khan said that a survey has been conducted regarding establishment of permanent polling stations and after approval of the ECP, the list of these permanent polling stations will be shared with political parties inviting suggestions/complaints thereon. Later on, it will be placed on ECP’s website to eliminate the possibility of any changes at eleventh hour and to keep the voters informed about the location of their concerned polling stations.

The Secretary informed the participants that Code of Conduct for the political parties and candidates has already been finalized and sent to the political parties on    7th October 2012 to seek their valuable feedback latest by October 22, 2012.  He further said the participants that the said Code will be implemented in letter and spirit and any violation thereof, will be dealt strictly which could entail disqualification of the candidates as well. The President, Governors, Prime Minister, Ministers and Advisors etc. have been barred from visiting any constituency during any election and announcing any developmental scheme etc. after announcement of election schedule, he added.


“For the upcoming elections several steps have been taken to ensure honest and credible elections that include: result management system for making the result compilation process fast, a comprehensive voters’ awareness campaign, establishment of District outreach and Security Committee, and setting up permanent Election Tribunal for quick disposal of election disputes in day to day hearing within 120 days, delegation of magisterial powers to the presiding officers for three days.” he informed.

The Secretary said that after great struggles; one person, one CNIC and one vote has been ensured as computerized Electoral Rolls-2012, based on NADRA’s CNIC’s database and using the CNIC number as unique identifier, have been finally prepared. Now, there is no possibility of missing a name of any CNIC holder or registration of name at two places. Thus it has also eliminated the possibility of impersonation as these Electoral Rolls will have photographs of all the voters and thumb impression of all the voters casting his/her vote will also be obtained by the presiding officers using magnetized ink.

Earlier, a detailed presentation was given by Mr. Muhammad Afzal Khan, Additional Secretary ECP to the participants on the vision and mission, role and responsibilities, composition, legal frame work and status of the ECP.  He said the participants that under Article 220 of the Constitution of Pakistan, all executive authorities are bound to assist the Chief Election Commissioner and the ECP in discharge of his or its duties.

Mr. Muhammad Afzal Khan also highlighted the main features of the Voter Education Plan that is being carried extensively for the first time in the history of ECP. The Plan will mobilize potential voters at grass root level and for this purpose district offices of the ECP are being used as hubs of voter education. He further informed that voter turn out is expected to be increased from 44% to 88% by involving all quarters of life including political parties, media, civil societies, religious leaders, educational institutions, art councils, youth and women organizations etc.

On a query, the Additional Secretary told the participants that the voters can very easily get his/her voting detail by sending his/her CNIC number to 8300 and in case of any complaint, all the district offices of the ECP are open seven days a week to resolve the complaints about registration of vote, correction of particulars or objection about any entry therein till the announcement of election schedule.  The participants were also informed that a special, non-market paper is being used for preparation of ballot papers during the upcoming elections and special security features will also be incorporated in printing these ballot papers to prevent the possibility of counterfeiting ballot papers.

The delegation was headed by Mr. Tauqir Ahmad, DG, National Institute of Management and accompanied by other faculty members. The participants appreciated the steps taken by the ECP for ensuring free, fair and transparent election in the country and hoped that the coming elections will be historic in the history of Pakistan.

Secretary interior seeks apology from Kashmiris, Nation on disputed statement regarding Kashmir

 Federal secretary Interior Khawaja Siddique Akbar has sought apology from nation and Kashmiris over the disputed statement filed in Supreme Court regarding Kashmir in which the Indian occupied Kashmir had been declared as state of India.

He sought apology during a meeting of Special Parliamentary Committee on Kashmir held in Islamabad under the chairmanship of Maulana Fazal-ur-Rehman on Tuesday.
Secretary Interior presented the amended statement before the committee and informed that the amended statement also has been submitted in apex court.

The committee imposing ban over the issuance and publishing of statement regarding Kashmir has declared that all institutions including Interior Ministry would not issue any statement on Kashmir without approval of Foreign Ministry.

Kashmir Committee reaffirming the Pakistan stance over Kashmir issue has said that so-called election under the shadow of Indian forces and puppet administration are not solution of Kashmir dispute, adding that United Nations has supported the Kashmiris demand of self determination.

After the meeting Chairman Committee Maulana Fazal-ur-Rehman talking to media along with Senator Mushahid Hussain Syed, said that the Secretary Interior was summoned in meeting and he has admitted that while filing reply in SC he could not choose right words but later we have submitted an amended reply in SC.

Maulana Fazal said that Secretary Interior has sought apology from nation and Kashmiris on his mistake, adding that committee has impose ban over the issuance and publishing the statement regarding Kashmir with out approval of Foreign Ministry. The nation can not compromise on the Kashmir issue, he added.

 Milli Yakjehti Council President and former Ameer Jamaat-e-Islami Qazi Hussain Ahmed while addressing the International Ummah Unity Conference has announced to start movement for the implementation of the recommendations of the Islamic Ideology Council; meanwhile the religious parties have decided to take part in elections with unanimity instead of boycotting the elections for stopping the way of the secular forces in country.

The leaders of the Itehad-e-Tanzimat-e-Madaris-e-Deenia have clearly said that the votes of the religious forces would not be allowed to divide at any cost in the next elections, adding that if the Ulema would remain united the whole nations would vote these forces.

While addressing the International Ummah Unity Conference organsied by Milli Yakjehti Council at the Convention Centre Qazi Hussain Ahmed said Muslims of world are not united comparing with non-Muslims, adding Muslims are fighting against each other by falling prey to the conspiracies of non-Muslims. He said that the revolutionary way of Holy Prophet (PBUH) could become the basis of unity of the Umma, adding that the stand with Islam is the order of the Almighty Allah.

He said that the Council has formed the commission for the harmony in the Juma sermons, adding that the committee could also be formed for the preparations of the juma sermons, adding that the nation should have to be informed about the current issues. He said that great movement would be launched for the implementation of the recommendations of the Islamic Ideology Council. Qazi Hussain Ahmed asked the participants weather they support his stance the participants supported it. He said that every government would be forced to implement the recommendations of the IIC. While condemning the musical and fation shows in educations institutions he said that these programs should have to be stopped.

He said that the platform of MYC could protect the interests of Umma, adding that the 2.5 million students of religious seminaries are big force and if they all are united the revolution is not very far way. He said that no one would have need to conduct search operation in Madaris, adding that there is need to start new journey on the platform of MMA by forgetting the past mistakes.

He said that the unity of the Muslim Umma is the desire of whole Muslim world, adding that the common things are present between the Muslims. He said that the enemy of Muslims have united, adding that there is great unrest in whole Muslim world. He said that the blasphemy of the holy prophet is being committed and caricatures are being published but the Muslims are not united. He said that the Kashmiris are waiting for out help, adding that the people of Burma are waiting for help. He said that the Muslims are divided instead of facing suppression. He said that the Sunni and Shiite are being forced to fight against each other through conspiracy.

 He said that the war is continued against Muslims and nothing positive could be expected from this war. He said that the Almighty Allah, faith on the oneness of Allah and teachings of holy Prophet Muhammad (PBUH) are common things of Muslims and if we will change the epicenter of the love of Muslims then the unity of Muslims would be shattered. He said that the love for the common things of the Muslims could not be changed through love of language, country or other thing.


Former Afghan Prime Minister Ahmed Shahzai said innocents are being killed in the result of drone strikes. He said that the Muslim Ummah is united and Islam is real superpower of the world, adding that they are taking part in Afghan jehad and the whole Muslims supported in this Jehad. He said that there is no difference between the jehad against Russia and US, adding that the Muslims of whole world have to support Afghanis, adding that certainly one day the US and its allied would be defeated.

He said that the killings of aggressor forces are increasing and Afghan nation is rendering great sacrifices, adding that the innocent people are being killed in the drone strikes and no ruler of any Islamic country has condemned these attacks.

He said that the Afghan Mujahideen are the part of Muslim Ummah and these should be strengthened, adding that all kind of resources are available with Muslims. The leadership of Umma is responsible for the problems of Muslims, adding that it is the responsibility of Ulema to inform the rulers about the problems of Muslims. Ahmed Shah Ahmadzai was the chief guest of the first session of the conference.

Jamaat-ud-Dawwa Amir Hafiz Muhammad Saeed addressing the conference said that we have to stop ongoing bloodshed of Muslims in Kashmir and Syria, adding that the unity of the Muslim Umma is being shattered. He said that the blasphemy of the Prophet Muhammad (PBUH) is being done and there millions of blasphemous caricatures being run on the social media. He said that the matter would not be solved through the resolutions. He said that the system of enemies of Almighty Allah is continued in all regions, adding that the rules of the Muslims are their slaves. He said that we could not achieve liberty until we will not become united.

Chairman Ruit-e-Hilal Committee Mufti Munibur Rehman is his address condemning the drone strikes demeaned of the government to ensure implementation of the resolution passed by the parliament against the drone strikes. He said that on the one hand the resolution has been passed against the drone strikes and on the other hand the permission of drone attacks has been given, adding that the nation has been kept away from the facts.

Jamiat Ulema-e-Islam-F Amir Maulana Fazalur Rehman while addressing the conference said that the US want to leadership of the region, adding that US preset in region for occupying the resources. He said that the war of US has entered in Pakistan, adding that the rulers are fighting war of US instead of Pakistan. He said that there is blood shed in KPK due to this war, adding that the mutilated dead bodies are being recovered from Balochistan, adding that there is matter of missing persons also.

He said that the law and order situation in country is not good, adding that there is no law and constitution preset in Balochistan. He said that the US is present in region to capture the resources of region and need is to provide protection to the religious seminaries.  He said the game of target killings is going on in Karachi, adding that our elders has given message of fighting against slavery. He said that we have to learn lesson from past.

Amir Jamaat-e-Islami Syed Munawar Hassan while addressing the conference said that the voice of uniting on the minimum agenda should be listened, adding that with the vigour of jehad we have to foil the conspiracies of the enemies. He said that the force of world could not defeat Muslim Umma, adding that the Muslims should be given the agenda towards the destination they would play their role at every front. He said that if we could unite the rulers would also come back on the right track, adding that the West has proved herself indecent through committing blasphemy because the arms of west are facing defeat. He said that coalitions which are formed after thorough thinking are good, adding that prior to the restoration of alliances it should be informed to masses why these alliances were broken. He said that to raise questions is our responsibility and answering these questions is responsibility of the responsible. He said that is unity is the desire of the religious forces and MYC could be used for this purpose.

JUI (N) President Abu al Khair Muhammad Zuabir said that the MMA proved itself in parliament, adding that there is need to again enter in parliament with same strength so that the way of the secular forces could be stopped and Pakistan could be saved.

While addressing the conference the leader of Turkish Opposition Party Saadat Oghuhan Assal has oped the presence of the NATO forces in Afghanistan; meanwhile has given the suggestion of election of “Amir-ul-Momineen” for uniting the Muslim Umma. He said that all the 60 Muslim countries are week regarding the supremacy of the Islamic System and Islamic Revolution.

Chief of Islami Tehreek Allama Sajid Naqvi said that we should have to tolerate each other by promoting religious harmony. He said that there is need to keep close eye on those trying to create differences in different sects.

While condemning the atrocities of the Syrian rulers on masses he said that the foreign intervention is not the solution of the Syrian problem. He said that they have brought the message of peace and love for the masses of Pakistan, adding that the Islam is religion of forgiveness. He said that the Muslims are not united but they could be united on Shariat, adding that the followers of the Islam should be united.
He said that Qazi Hussain Ahmed is making efforts for the unity of the Muslims from many years and remaining Pakistani leaders should have to support Qazi Hussain Ahmed for this cause. He said that the UNO is slave of Israel and UN is partner of US and Israel for atrocities.

While addressing the conference leaders of the Islamic Interfaith harmony of Iran Aitulla Araki said that the Muslim Umma has no problem regarding the availability of leadership, adding that we could unite on the common agenda. He said that the real responsibility is to take away nation from the problems, adding that unity should be shown at the international level.

He said that the Jews are trying to weaken the muslims in every matter, adding that the need is to understand the conspiracies of the non-Muslims. He also assured any kind of cooperation regarding the unity of the Umma.

The speakers said Muslims are united from Kashghar to Morocco and Almighty Allah, faith on the oneness of Allah and teachings of holy Prophet Muhammad (PBUH) are common things of Muslims.

IUUC announces to solve internal issues of Muslims through mutual understanding

: International Ummah Unity Conference organsied by Milli Yakjehti Council in its declaration has announced that all the internal differences of the Muslims would be resolved through mutual understanding and patience. The conference said that the participants consider terrorism on the name of Islam as un-Islamic.

The International Ummah Unity Conference was organsied by Milli Yakjehti Council at the Convention Centre on Sunday.

The declaration further states that international forces are occupying the resources of the Muslims and these resources are being used against the Muslims. The insiders along with outsiders are also responsible for the present situation of Muslims.

The amendment in blasphemy law would not be tolerated. The participants demanded to do legislation at the international level against the blasphemy. The declaration states that Islam is the only source of success in this world and the next world. The declaration says the participants support the rightful struggle of Muslims of Afghanistan, Burma and Kashmir.

The declaration says accepting dignity and honor of family members of Prophet Muhammad (PBUH), the followers of Muhammad (PBUH), wives of Holy Prophet, the Caliphs of Islam and Hazrat Imam Mehdi (May Allah Be Pleased With Him) is part of faith of Muslims and anyone who did not honor these personalities is excluded from the Islam. The elders of all the sects would be respected.

Prime Minister Raja Pervez Ashraf, while addressing a special meeting of the Balochistan Cabinet at Gwadar this evening, approved a project with an estimated cost of Rs. 4.5 Billion for provision of Water Supply to the people of Gwadar.

This was announced in response to a pressing demand by the Chief Minister Balochistan Nawab Aslam Raisani and the Members of his Cabinet.

The Prime Minister said that the Federal Government will bear 50% of the cost while the balance will be borne by the Government of Balochistan. The Prime Minister also announced to make Jiwani a Model Town and directed the Provincial Government to present a proposal for the project.

The Prime Minister announced that the Federal Government also released funds for the construction of Gwadar-Ratodaro Road to improve connectivity.

The Cabinet meeting held with the Provincial Cabinet Members led by Chief Minister Balochistan Nawab Aslam Raisani sitting traditionally on the floor.

The Prime Minister was presented a Balochi Chaddar before the commencement of Cabinet meeting, which started with the recitation from the Holy Quran.

Addressing the Cabinet Members, the Prime Minister said that the root cause of most of the problems lies in our failure in establishing democratic order in Pakistan in general and Balochistan in particular.


He said that the developed countries were able to progress because of democracy and continuity in their policies.

The Prime Minister said that the Balochistan Cabinet is an example that the people of different parties and views have synergized their energies and managed to complete the term of their government. This, he said, was no mean achievement.  “You can use your strengths and pool up your resources for the overall benefit of the people of Balochistan.”

Alluding to the National Finance Commission Award, he termed it as a step in right direction which brought in betterment for the people of Balochistan and other provinces. He said it was unheard that any person could have divested himself of powers vested in him. President Asif Ali Zardari voluntarily surrendered his powers to the Parliament by consenting to amend the Constitution whereby his powers were transferred to the Parliament.

Prime Minister Raja Pervez Ashraf said that the PPP took over the government in 2008 in very challenging circumstances when the financial position of the country was on the verge of bankruptcy. The PPP-led coalition government, under the leadership of President Asif Ali Zardari, has been pursuing the policy of reconciliation and has now achieved the historic landmark of being the first elected government in Pakistan which has completed its tenure.

The Prime Minister congratulated the Balochistan government for having completed its tenure. “We have together laid down a fundamental on which we can erect a building.”

The Prime Minister said that Aghaz-e-Hoqooq-e-Balochistan was a step to start working towards the development and progress of the people of Balochistan.

The Prime Minister said that we need to dispel the misperception about the law & order situation in Balochistan. The perception has been created by exaggerating accounts and events in Balochsitan.

The Prime Minister said that when he assumed the office he consulted a variety of people, including the Government of Balochistan and the people who have knowledge of Balochistan to find a viable solution for the law & order situation in Balochistan.

The Prime Minister said that as a first step, he decided to post competent officers of repute to improve the law & order situation in the province. In this connection, he formulated a transfer and posting policy so that the competent officers are posted in Balochistan. Despite tremendous pressure he did not waver from the policy nor did he accept any pressure regarding transfers.

As a result, the situation has started slowly improving. Earlier, he said, officers in Balochistan were sent as a punishment. Such officers were unwilling and not fully motivated. If one is sincere and committed to hold merit then results are always in the public interest. He expressed the hope that the situation in Balochsitan will show improvement due to the collective efforts made by the Government of Pakistan and Balochistan.

The Chief Minister Balochistan thanked the Prime Minister for addressing the Cabinet and taking the Provincial Government into confidence. He also thanked the Prime Minister for approving projects which will go a long way in improving the standards of living of the people of Balochistan.

ISLAMABAD, Nov 02 The federal government declaring occupied Kashmir the Indian province , has maintained its stance that the elections held in the occupied Kashmir by the Indian government is the evidence of strengthening democracy and freedom struggle of the Kashmiris is the revolt .

The federal government has attributed Occupied Kashmir to the troubled states.

It was said from the federal government that they should learn lesson from Nagaland and Kashmir.

This report with the signature of federal interior secretary Saddique Akbar was submitted in the Supreme Court during the hearing of Balochistan target killing case, which was read out by the Attorney General Ghulam Qadir.

It was said in the report that they should look towards India , governments are working despite the turmoil in the Kashmir and other places.

It is pertinent to mention here that in Balochistan disorder case the apex court issued an interim decision on October 12 in which the court declared that Balochistan government has failed and has lost the right of governing on the failure of providing protection to the citizens.

The apex court directed the federal government for submitting its justification on the Balochistan government, on which the interior secretary Saddique Akbar submitted this report in the apex court, declaring the occupied Kashmir the province of India.||

ISLAMABAD, Nov 03 The Pakistani and Kashmiri leadership has rejected the report submitted in Supreme Court in Balochistan law and order case by the secretary interior in which Kashmir has been declared the Indian state.

The leaders have condemned the action of federal secretary; meanwhile chairman Kashmir committee Maulana Fazal-ur-Rehman has summoned the meeting of committee to review the situation.

The chief of Jamat-e-Islami Syed Munawar Hassan, Pml-N spokesperson Mushahidullah, Jamat-ud-dawah Chief Hafiz Muhammad Saeed, JKLF leader Amanullah Khan, Hurriyat leader Ghulam Muhammad Safi, JI Indian occupied Kashmir leader Ghulam Muhammad Safi have demanded of the government to take back the report submitted in Supreme Court and stern action against the responsible who has damaged the Kashmir cause by preparing such report.

Talking to SANA exclusively Maulana Fazal-ur-Rehman has said that no one has authority to rule out unanimous stance of the nation on Kashmir issue, adding that entire nation stand with Kashmiris to support their freedom struggle and one bureaucrat has no right to change the national stance.

JI chief termed the action of federal secretary as a shameful act and demanded of the government the removal of responsible from service, adding that the people involved in preparation of the report are traitor and government should prosecute them.

PML-N spokesperson also condemned the action of federal secretary and demanded of the government to apology on the incident.

Jamat-ud-Dawah Chief Hafiz Muhammad Saeed has said that it seems government wants to close the chapter of Kashmir, adding that interior secretary has presented the stance if India by filing report in SC during the hearing of Balochistan Target killing case. He said that Balochistan issued should not be linked with Kashmir issue.

Hafiz Saeed said that government should remove federal secretary from service and stern action should be taken against him.

JI Kashmir leader Maulana Ghulam Nabi Noshehri has demanded of the government to suspend interior secretary Siddique Akbar, adding that the report is a conspiracy against Kashmir cause.

Jammu Kashmir Liberation Front chief Ammanullah Khan, and other Kashmiri leadership has strongly condemned the report.

PREPARATION OF 6th CONFERENCE OF THE ASSOCIATION OF SAARC SPEAKERS AND PARLIAMENTARIANS IN FULL SWING.





THE CONFERENCE TO BE HELD FROM 4 to 6, NOVEMBER, 2012.
         
            Islamabad; November 2, 2012: The 6th Conference of the Association of SAARC Speakers and Parliamentarians (CASSP) is going to be held in Islamabad from 4-6 November, 2012. The Speakers and Parliamentarians of the SAARC Region will participate in the Conference to discuss host of issues pertaining to regional cooperation, promotion of democratic values and good governance, meaningful participatory democracy in South Asia, targeting food security for the region and ensuring Parliament’s role in accomplishing MDGs. President Asif Ali Zardari will inaugurate the Conference in an impressive ceremony to be held in Aiwan-e-Sadr on 4th November, 2012.

            The delegates from India, Bangladesh, Sri Lanka, Maldives, Afghanistan and Bhutan are expected to participate in the conference. CASSP is a forum for exchange of ideas and information on parliamentary practices and procedures. Its main objectives are to strengthen people-to-people contacts with a view to achieving mutual understanding, trust and friendship among the peoples of the SAARC countries and also to promote contacts, coordinate and exchange experiences among Parliaments and Parliamentarians of the SAARC countries. It is also intended to support the work of SAARC and promote knowledge of its principles and activities among Parliamentarians of South Asia, besides cooperating in international forums in matters of common interest. Pakistan is the founding Member of the Association.

First Conference of SAARC Speakers and Parliamentarians was held at New Delhi in 1995, the Second CASSP was held at Islamabad in 1997, the Third CASSP was held at Dhaka – Bangladesh in 1999, the Fourth CASSP was held at Colombo – Sri Lanka in 2006, the Fifth CASSP was held at New Delhi – India in 2011.

Sixth Conference which the Hon. Speaker, Dr. Fehmida Mirza is hosting from November 4–6, 2012 has an important feature in terms of both deliberating on important agenda relating to Millennium Development Goals and the need for developing participatory democracy to reap its fruitful benefits as well as creating a conducive atmosphere between the countries of SAARC region through inviting the Lok Sabha Speaker who recently visited Pakistan on her invitation and gave new impetus to the relationship between the two countries.

The Speaker National Assembly, Dr. Fehmida Mirza also led a Parliamentary delegation to New Delhi to attend the Fifth Conference in July 2011. The presence of our Speaker in the neighboring country benefited the SAARC Region as a whole while there were meaningful interactions between and among the SAARC Speakers. The event pushed forward the composite dialogue between the two countries that ultimately contributed towards promoting better understanding between Pakistan and India and in a broader perspective the interaction covered the entire region also. Since, the Association provides people–to–people contact and Parliament–to–Parliament interface that can help in melting the ice in stalled relationship between neighbors as well as strengthening ties with the region at wider spectrum through activating the Association in which the Speaker of Pakistan played a pivotal role in sustaining continuity of the Parliamentary coordination between these countries.

Meetings chaired by the President in CM House Karachi‏ reviewing law order situation in the province,



Karachi, 1 November 2012;

President Asif Ali Zardari today chaired four separate meetings here at Chief Minister House Karachi that related to reviewing law order situation in the province, establishment of state-of-the-art Kidney & liver Centre in Islamabad, increasing the number of merit-based as well as seats for rural Sindh in Sindh Medical University, and also laid  the foundation stone of the housing society for the Civil Service Academy Alumni Sindh Chapter.
Giving details of these meetings, Spokesperson to the President Senator Farhatullah Babar said the meeting on law & order was attended among others by Acting Governor Sindh Mr. Nisar Ahmed Khuhro, Chief Minister Syed Qaim Ali Shah, Federal Interior Minister Mr. A. Rehman Malik, provincial ministers, IG Police, DG Rangers, Secretary General to the President and senior federal and provincial officials.
He said that Chief Minister Syed Qaim Ali Shah briefed the President about overall law and order situation especially in the metropolis. Interior Minister Rehman Malik also gave an overview of the security situation.
The Spokesperson said the President taking note of the use of mobile phones by the militants and criminals asked the Government to work out a plan so that no sims are delivered at the retail shops and the outlets of mobile companies and that they are posted to the addresses of the applicant as mentioned in the Computerised National Identity Card. The President directed the Interior Minister to frame draft policy in this regard for the Cabinet’s approval.
The President also advised the Law Minister of the provincial government to work on enacting suitable legislation, in consultation with all stakeholders, for the protection of the witnesses. He observed that one of the reasons hindering effective prosecution was that witnesses backed out due to fear and insecurity. He advised the Government to study the model of witness protection laws adopted in other countries in the wake of rising militant activities for this purpose.
Spokesperson said that the President also took note of proliferation of the arms and weapons in Karachi and observed that the arms licenses should be Smart Card based as to ensure that no fictitious licenses were issued.
He emphasized that maintenance of order was a shared responsibility of all the political forces and concerted efforts should be made by all concerned for ensuring peace in the metropolitan city.
The President emphasized that no effort should be spared in ensuring smooth law and order and no discrimination be made in dispensing justice to the law-violators. He said that maintaining law and order and ensuring safety and security of the citizen was the prime responsibility of the Government and all efforts should be taken in this regard.
Chairing a meeting on the establishment of Pakistan Kidney Institute (PKI) at Islamabad following the public-private partnership model, the President said that public-private partnership model can be successfully followed to overcome the shortage of medical facilities for catering to the growing health needs of a booming population of the country.
Those who were present during this meeting included among others Prof. Dr. Saeed Akhter, Dr. Syed Nayer Mahmud, Dr. Manzoor ul Haq Qazi, CEO & President, Shifa International Hospital and other doctors associated with the project.
Prof. Junaid Zaidi, Rector, COMSATS Institute of Information and Technology, Mian Muhammad Idrees, CEO, Sitara Group of Industries, Mr. Tahir Shamshad, Vice President, NESPAK, Mr. Pervaiz-ul-Haque of Schon Group, Mr. Safdar Awan, CEO, Toyota Motors and Syed Tariq, Consultant, National Testing Service Pakistan were also present during the meeting representing public and private entities. Federal Minister for CA&D Division Mr. Nazar Muhammad Gondal, Mr. M. Salman Faruqui, Secretary General to the President, Chief Minister Sindh Syed Qaim Ali Shah, Spokesperson to the President Senator Farhatullah Babar and Mrs. Riffat Shaheen Qazi, Secretary, Capital Administration & Development Division were present during the meeting.
The President said that in view of rising numbers of kidney and urological diseases, there was an urgent need to establish a state of the art institute that could cater to these diseases especially of the poor segments of society who can not afford exorbitant diagnostic and treatment cost involved with such diseases.
In this context the President commending the role of Prof. Dr. Adibul Hasan Rizvi  and the Sindh Institute of Urology and Transplant (SIUT) in Karachi being the leading institute in this field in the country, remarked that in view of the shortage of such state-of-the art facilities especially for the people of the upper region of the country, there was an urgent need to establish one in the capital city for catering to the growing demands of an increased population.
Spokesperson said that Prof. Dr. Saeed Akhter briefed the President about the feasibility of establishment Pakistan Kidney & Liver Institute in collaboration with COMSATS Institute of Information Technology (CIIT). According to the proposal presented before the President today, the Institute is envisioned to be a not-for-profit organization where 50% patients will be paying while 50% beds will be for non paying poor patients. The revenue generated from the paying patients would be utilized in providing relief to the poor patients. It said that in near future, liver services will also be added to Institute. The proposal stated that PKI will work as an independent not-for-profit organization under its board in collaboration with COMSATS.
The meeting was informed that land was available for the establishment of PKI.
Spokesperson said that the President also appreciated the role being played by the doctors of the private sector in the establishment of this center of excellence in urology, nephrology liver diseases and Transplantation.
Senator Babar said that during meeting on Sindh Medical University, the President directed for significantly increasing the number of merit-based as well as seats for student from rural Sindh Medical University so as to provide opportunities to those deserving students who despite talent can not reap the benefits of establishment of University due to limited number of seats.
Those who were present during the meeting included among others Acting Governor Mr. Nisar Ahmed Khuhro, Chief Minister Sindh Syed Qaim Ali Shah,   Dr. Muhammad Farooq Sattar, Federal Minister for Overseas Pakistanis, Dr. Noshad Sheikh, Dr. Tariq Rafi, VC SMU, alumnus of Sindh Medical University and concerned senior officials besides Secretary General to the President Mr. M. Salman Faruqui and Spokesperson to the President Senator Farhatullah Babar.
The President commended the role the University has played so far in imparting medical education to the students. He expressed the hope that the University would continue to undertake every effort to achieve prominence as a leading medical research and teaching university of the country and to producing quality healthcare practitioners imbued with the spirit to serve the humanity. .the President also called upon the provincial government to resolve legislative issues of the SMU.
Senator Farhatullah Babar said that the last meeting in the series was with the Sindh Chapter of Civil Service Academy Alumni wherein the President also laid the foundation of a housing society for the civil servants.
According to the prepared text of the speech, President Zardari observed that an efficient, effective and dedicated civil service could play a decisive role in finding solutions to the issues confronted by the country that continue to haunt us and hinder our progress.
He said civil service was the back bone of the administrative structure of the country and it was the duty of every civil servant to assist the Government in finding solutions to the challenges of administration.
On this occasion, the President recounted various achievements of the present Government and also highlighted various challenges that were being confronted by the nation.
The President in his speech quoted Founder of the Nation Quaid-e-Azam who in his address to the civil servants in March 1948 had advised them to do their duty as true servants of the nation and to be loyal to the Government that is in power. The President said that the words of the great leader are as true and relevant today as they were some sixty four years ago.
He also said that the Government believes in safeguarding the legitimate interests of the civil service of Pakistan and was conscious of the need to attract the best talent in civil services. He said that the Government was also aware of reforming the pay packages of the civil servants, and catering to issues such as transportation and the housing facility in big cities like Islamabad, Lahore, Karachi, Peshawar and Quetta. The President assured the Government would do its best to resolve the problems that stand in the way of a motivated and satisfied civil service.
